Totally, even though Winnipeg is in Manitoba.

Winnipeg is the perfect choice.
It'll hit -40ºC in February, they can totally surround the legislature and nobody will care as there is nothing in that neighbourhood.
I think we should do what we can to keep them there until it starts to warm up.

There is no downtown that is busy enough to care about a protest, the streets are wide enough that there would be easy alternate routes.
There is nothing to protest around in the actual neighbourhoods and the city skews more lib than pc.

This is actually a good point. They don't call smashing a bottle and then sticking it in someone's face the "Winnipeg handshake" for nothing.

Winnipeg is a tough town, and when I lived there fists were definitely used to settle disputes much more than what I was used to seeing.

Earlier this year a group of FreeDUMB people were protesting mandates in Winnipeg and someone with an opposing viewpoint plowed into them with his car.

As the appelation applies to head of the US Military and not Head of State I'd say no. The President wears different hats.

The title is an old one in English.

And as you would expect, the Governor General is Commander-in-chief in a couple of commonwealth countries.

In the USA its very real, from the Nuke codes, to the defense dept budget request to Congress, to authorizing troops overseas WITHOUT HAVING to go to Congress for approval.

So while technically correct, its only actually used for Heads of State who actually DO things with it.
