Anything over 100 square feet need a permit. Just built one for a gazebo, although he can't afford the completed gazebo this year. Building code requires those floating concrete pads underneath every 3 feet. I built this one on rock, so I had to go by the rules of being on posts, even though it wasn't over 2 feet from the ground. Only advantage was no railing, as wasn't high enough of off the ground. Reason being is a termite infestation and they want to make sure your deck will be termite resistant (among other things)
