They do, but in terms of his speech, those times are irrelevant. When he's talking about the grand parents and great grandparents of today's children, he is clearly talking about the Nazi related time, not any other times. He's trying to (unsuccessfully) whitewash away the Nazi times for the sake of today's children.

A better approach would be to teach today's children about the Nazi atrocities and the severe price that Germany had to pay because of those egregious wrongdoings. But he thinks people should just forget and let bygones be bygones.
