If they are on hard drugs they will still end up requiring extensive medical care at some point. That won't change. Just prolongs the enevitable. Rather the money went to rehab for those who want it.Ford needs a support program too.
Of course cost wise, harm reduction is far less expensive than jail or medical care.

The Mayor should have been busted for possession when they had the chance. And now the opportinity is lost. I have zero tolerance for it. He could have been removed from office then. And the election would have been more clear cut. Now its a fiasco.
