I have spent time in both countries. And spent time with Haitians in DR and here.

In my opinion, Haiti and Haitians living there are corrupt to the core because of the French influence (not US) andthe SELFISH attitude of the Haitians who are not dirt poor. I helped with the humanitarian relief years ago after the earthquake. The fucking asshole Customs officers DEMANDED cash to let humanitarian aid into their country to help their fellow man. Several planes returned to Miami becathey simply had no cash on board.
That country is deeply fucked.

Cuba has one of the best health care systems in the world, their doctors are highly trained. Consider this, without Cuban doctors doing the grunt work in West Africa, Ebola would have become a global plague by now.

Unfortunately Cuba has been horribly mismanaged by both the Americans and the Communists. Before the Bay of Pigs fiasco in 1961, the de facto ruler of Cuba was Meyer Lansky.
