That aluminum cover is not a structural part.
It’s only a very thin cover that attaches to other plastic shields.
If the cover hits the road it will make a loud scraping noise but it won’t cause you to loose control.

I'd be livid if zip ties were used and not told about it. I agree that dealerships can be rip-offs price-wise wise but they do not usually take shortcuts. I'd rather pay extra and have the job done right than have some douchebag unlicensed mechanic drop in zip ties besides securing a wire or hose. My choice is my trusted mechanic I've used for years.A zip tie does the same job as the original fastener.
