Obvious scare tactic. One cannot be found guilty on a ticket still being challenged. A guilty verdict must be concluded first with any legal challenge in process. Any delayed court proceedings currently are through no fault of the ticketed so this is nothing more than to discourage those who dont know their rights.

The word “May” and “could” are the same in this case.

No different than having to pay outstanding parking tickets before you get your plate sticker. You're offered the opportunity to fight the ticket in court. If convicted, you must pay the ticket(s) before you get the sticker. I don't see what the difference is.

Except like most tickets, fines etc. people don't usually go to court. And even if they do, a lot of the time they're still convicted. They may get the fine reduced, but not have it dismissed completely.
