Do you have a reference establishing it as a section 2 inquiry? My understanding is it was a section 6, departmental.
Whether it was a Part I inquiry (a Commission of Inquiry established under s.2), or a Part II inquiry (departmental investigation established under s.6) is frankly irrelevant to the point at hand -- it was an external and independent review, not a DND review. (By the way, I should point out that I had previously listed the commissioners as a judge, a journalist and a public servant. I should note that the public servant stepped down almost immediately and another judge was added to the commission.)

But to answer your question, the Somalia inquiry was indeed a Part I inquiry.

Re-read what you quoted.

I set out the conditions under which the military would be at fault. I did not say that those conditions had been met. I wrote that in response to someone else saying the military is just like any other employer. It is not.

Nowhere have I alleged or asserted that the military is guilty of any such thing in this case so please shut your pie hole and crawl back into your wretched cave.

Need I remind that you also said " Armies train people to kill" and then claimed it was the "White Elephant in the room" which clearly is a stupid attempt at levelling a charge that had Williams not been in the military these crimes wouldn't have been committed.
I stand by that statement: The military is attractive to people who want to kill, and trains them to be able to do that, and to handle the emotions involved in doing that. This does not make every soldier a murderer plainly, but it does mean that the military has a higher duty of care than other organizations to be on watch for deviant behavior.

Please stop "reading between the lines" by which you plainly mean "inventing bullshit that fuji did not actually say and does not actually believe but it's fun to play troll by pretending he did".

I would also ask that you quit with the childish insults and slurs and adopt a more civil tone.

I have asserted NOTHING about the case of Williams. I have laid out the conditions under which the military would have some guilt in his case. I have no reason to believe those conditions have been met and I have stated that the assumption should be the military is innocent in his case.

Again I have not asserted the military has any guilt in his case, simply repudiated those who said that such guilt was impossible or without precedent by way of example.

At no point anywhere on this thread have I done that. I have consistently said that there is no evidence of any guilt on the part of the military in the Williams case and that the military should be presumed innocent unless some evidence arises.

The only reason why you might believe I've said otherwise is by reading the libelous bile that Kingfisher has posted in which he pretends I hold views opposite of the views that I hold.
