I think people make a distinction between violent and non-violent crimes. When you commit the crime of buying sexual favours from a consenting adult woman, most rational people would consider that a non-violent "crime" and not in the same category as shooting humans or blowing them up.

It's not endemic in Italian culture. Italians aren't responsible for the majority of the violence out there. It's objectively, observably different. It's a fact, even if you don't like it, that a majority of the violent crime is being committed by two minorities: blacks and natives.

Not coincidentally these are two groups which have historically faced systemic discrimination, residential schools and slaving. That has damaged their communities in persistent and pernicious ways which has left them poisoning their own children with glorifications of crime and violence. Their families are broken. Their role models are criminals.

To fix that problem and help them build healthy families you first need to recognize that there is a problem. It's not just the current poverty, it's the lasting impact of generation upon generation of abuse which has produced persistent antisocial values.
