There were public health directives at the time about avoiding in person dating during Covid (and limiting your circle of contacts in general), as well as using masks and other barriers during sex.
This version of the "stop the spread" guide has been updated, but still makes general reference to restricting direct contact with people. I remember the Medical Officer of Health for the city talking about how that applied to dating at the height of Covid.
