Except when a company like Blacks closes a bunch of stores, other companies move in which will require people to staff it. Take Target for example. Obviously it's never good when people are put out of work but Canadian Tire and Lowe's have already snapped up 25 stores which will employ hundreds if not thousands. You don't see a lot of boarded up stores in Toronto.
