actually) are also prohibited weapons... How effective
a weapon is depends on what type of effect one is trying
to achieve, and who is weilding it, as you noted.
Since these are both examples of prohibited weapons,
they are not safe to possess (from an exposure to LE
perspective), let alone carry around. I suggest you
limit your interest in these devices to an academic
one.
Canada has very strong prohibitions surrounding weapons,
especially in comparison to the US.
