There are many service providers that discounts are not negotiated, just like there are some services that negotiating is common. You can't conclude that all service providers are the same, just like you can't conclude all product providers can be negotiated with. Some yes, some no.

With a handyman I usually look for competing bids, then pay the full amount of the one I choose.buying a product is different as you well know. you saying you don't negotiate when you are looking for a handy man ?
If I have a regular guy I expect him to keep his price fair but start looking for someone else if I sense he's gouging me.
I haggle with stuff I buy on craigslist or at flea markets.
