I don't see the point of these cluster munitions.
They are basically just tiny bombs that at most can blow up a car.
Impossible for them to blow up a house, or some other large building.

Almost all the homes in Tel Aviv are made from cement, so would be very difficult for them to catch fire from one of these clusters
