The man believes cutting social programs, social security, Medicare, Medicaid, the VA, various govt institutions to privatize them, meanwhile keeping his own govt contracts and expanding them is an answer to his personal ambitions.

So yes. He is deliberately harming the the most vulnerable people. Disabled, elderly, veterans, children. Would say what's happening now is mild compared to what may be coming.
