Negotiations, agreements and concessions are all part of diplomacy.
Trump wanted to send a message to his base that he is "securing the border".
The truth is there is nothing to secure on the Canadian side.

The truth is that the CBSA already intercepts and removes both illegal immigrants and drugs at the border which is why we have such low numbers.
So there is nothing much Canada has to realistically do than to throw a little money and personnel at it and do what they have already been doing.

This isn't winning anything.
Winning would have meant adoption of Trump style immigration policies, mass deportations and approvals for US businesses to freely operate in Canada. (this is based on his complaints against Canada).
