It's got homelessness issues due to high prices. The middle class has fled the city to the suburbs, leaving only the rich and the destitute.

I am sorry to say you are woefully uninformed about Ukraine and optimistic about Canada.
Ukraine has huge difficulty with drafting people while fighting an enemy that is expected to be Nazi-like towards the opposition on occupied territory.
Canada is fighting an enemy who offers a fairly similar lifestyle except maybe healthcare etc and is expected to be fairly civilized towards the occupied population.
I would assume 95 Canadians out of 100 will prove to be absolute cowards and wouldn't even touch a weapon, let alone fire a single shot.
