I am sometimes going to Buffalo for medical reasons. It seems to me that the border is respected by both Canada and USA.
People who cross the border legally are seldom privy to all of the instances of unlawful crossings. Hint - they aren't usually at the lawful ports of entry that you're using to go to Buffalo.

Just because laws exist does not mean they are effectively enforced, nor does it guarantee adherence to them. A country with crime can have laws, but if those laws are not enforced, it creates a situation akin to having no laws in practice.
