Erm, no. There is absolutely nothing stopping individual members of NATO from sending all sorts of support to Ukraine. The Americans do it all the time to countries around the world. There are no treaty limits to this.Full NATO support is only possible if they were to join NATO.
But the west wont be dragged into putting boots on the ground.
