Totally democratic.
Elections are not the end of government policy and struggles between different branches and levels government are built into and explicitly encouraged in the US Federal system.
And even if you don't believe that, is it your opinion that the less than half of the voting public (he didn't get a majority, as you know) who voted for him voted explicitly for the "use the military" policy?

It would depend on the record and, of course, the person.
I've lived with people who had criminal records before.
If the illegal immigrant commits crimes on civilians and can be proven to fall under terrorism...they do. and whoever aids them can be charged with treason...

The definition is EXTREMELY narrow.
"Helping an illegal immigrant who has committed terrorism" wouldn't qualify under current interpretations.

So the only illegal immigrants who are "enemies of the state" are ones who can be proven to have committed terrorism.
