He doesn't. Don't waste your time.
He also doesn't know the difference between civil and criminal court.

Obviously you don't know shit...Trump is gonna be in the whitehouse not in jail...idiot.
Frankfooter's information is only valid until someone inevitably proves him wrong. Which is all the time btw.
It was not a "bench" trial.
The jury's report stands. The judge's opinion after the fact is just that, an opinion.

Closing
After evidence is heard, each side gives a closing argument. In a jury trial, the judge will explain the law that is relevant to the case and the decisions the jury needs to make. The jury generally is asked to determine whether the defendant is responsible for harming the plaintiff in some way, and then to determine the amount of damages that the defendant will be required to pay. If the case is tried before a judge without a jury, known as a “bench” trial, the judge will decide these issues or order some kind of relief to the prevailing party. In a civil case, the plaintiff must convince the jury by a “preponderance of the evidence” (i.e., that it is more likely than not) that the defendant is responsible for the harm the plaintiff has suffered.

They had a verdict... no rape.
That was in civil court, specifically on the question of rape as defined in New York in the 1990s.
In other words, "was a penis inserted into a vagina".
They said they couldn't be sure enough to vote yes on that issue.

But you asked why there wasn't a criminal charge.
The statute of limitations for criminal rape in New York in the 90s was 5 years.
That's your answer.
(Would there have been a charge if there was no statute of limitations? We will never know.)

Did it expire in 1997 or 1998?
Don't bother asking Carroll, she has no idea. Just like most people who experience a significant event and can't even remember the year it happened? Lol!
It expired in the early 2000s, before the law was changed.
