without saying so , its a potential horse race
if they work well together, great
if they don't, the horse running second moves on to " pursue other opportunities"
another outcome is they work collaboratively , but one eventually emerges as the outperformer and he / she gets a new title "boss"
the mandate is to drive efficiency / cut out waste in govt
more than enough opportunities to keep both men very very busy for the full 4 years
its ironic that you criticize this structure buy referencing the status quo (i.e. traditional one and only one department head) when the mandate is to shake up the status quo
i sense your understanding is incomplete
or do you just love a huge , bloated, costly, ineffective government with all those really neat org charts that must fit into a pre-determined template, each with six layers of approval signatures ?
