If you are already booking yourself at a nice hotel, I would prioritize outcall.
I prefer outcall myself to a hotel. I like the feeling of relaxing in my own room and the woman coming to me. I usually keep some refreshments in the hotel fridge .
I would book downtown as most girls work downtown and there’s just way more to see and do. The Airport area is boring but the hotels are cheaper. Also, many girls only do incall and if you are downtown it’s much easier to see them as most of them work downtown.
I don’t do too many independents but if you do find a well reviewed one. Cupids and Toronto passions are the main outcall agencies in down and usually provide good service .

I also prefer outcall. It's my room, and I can set it up my way (candles, music, snacks, drinks). I love being able to shower prior to a companions arrival and I can chill in my bathrobe. I don't have to worry about parking or driving to and from the location. I personally also feel more secure in my own hotel. I have to imagine the companion would feel pretty safe as well? They know there are hundreds of cameras all over the hotel property (including the hallways into your room). If we both decide to enjoy some alcoholic drinks, I don't have to worry about driving anywhere, or I don't have to worry about getting an Uber. I also like the fact that I can after the companion leaves, I can spend as much time washing up, showering, etc.. Or, I can just sit there and chill and replay in my head what just took place!
I try to book rooms that are a little larger and offer a sofa of some kind so it's comfortable for both of us to break the ice (and provides another option for the good stuff!). Love seats is a bonus too!!!
I do agree with most of the posters that say you will have a larger honey pot to choose from if you stay DT. I have stayed near the airport a few times and had no issues having companions meet me there. There are plenty of agencies that service the Mississauga region. Think about all the airport travelers that don't want to travel to DT. That's a big chunk of business right there
On your other question, I have been seeing Indys more recently. I've had good service from agencies, but nothing "GREAT" and I have had a couple of mediocre encounters (never bad though... thank god).
I've had nothing but FANTASTIC encounters with Indys though. I do heavy research though, and stick with highly reviewed Indys that mesh with my personality. I've never encoutered an indy that has ever clock watched or even look at their phone. I feel like they are more seasoned and professional in that sense?
One note: You are going to pay a premium for outcalls though. Typically, the hourly rate is higher, there may be a travel fee attached, and some indys will only do multi hour outcalls (like min 2 hours). You are typically going to pay a premium for Indys as well (at least the highly rated ones). But hey... you get what you pay for. There are diamonds out there though. I was in Montreal a few months ago, and had an absolute beautiful ANGENCY woman visit my hotel for $260, who was one of the sweetest women out there. A complete 10/10 all around, IMO.
The main thing: Just have fun. Treat her with the upmost respect, and you'll get it 100X in return. ENJOY!
