It was fairly popular in 2016.
It wasn't popular in 2010 when it came in.
It climbed steadily over time, and even people who claim to be against it often support specific parts of it.
There are absolutely individual people who didn't like the change.
Overall it has been a success and is popular.
Name a single government plan that doesn't fit that description.

Because having a replacement wasn't the point - getting rid of it was.
And that's the other way to think about it, of course.
There was no need for a replacement because just removing all legislation and letting the market sort it out would be better.
Government shouldn't be involved.
Of course, the vast majority of people hated (and still hate) that idea, which was why there was so much lying about their being a replacement plan.
In the end, either Trump wanted it repealed because he just wanted to claim the win and didn't care what happened next, or he was ideologically driven to believe government shouldn't handle it and therefore repealing it without a replacement plan was the goal the whole time.
In the end, enough other people disagreed with "just pull it and let the chips fall where they may" that it didn't pass. (And possibly McCain voted against out of pure spite - difficult to tell.)
