Clearly they haven't.As you note, the UN speaks for the world.
The UN says Israel is apartheid.
When they want to say that, they pass unequivocal and unambiguous resolutions like #1761 against apartheid S. Africa. They have passed nothing like that in regards to Israel.

Stop lying about apartheid. All Israeli citizens are treated equally and have the same rights which is the antithesis of apartheid.
