Eh. I never said India did not have a racism issue. I said its never discussed in India or talked about because it is a western concept. Race does not exist in public discourse. It oughta. But it does not. So there is a lot of ignorance surrounding that. However that said we talk about it more today than we did 20 years ago. So that's good FWIW.
Also that 2013 survey that gets parrotted around essentially asked if Indians would want a foreign neighbour and 40% said they would want their neighbour to be Indian. India is not an immigrant destination so this question has no practical implications in India unlike Canada where such an answer would be problematic as evidenced by the responses in this thread. You could therefore take it either way but regardless I'd be the first to admit that India is very ignorant about racism.
