In case people continue to come to this thread, I would recommend Brazil with Rio and Sao Paulo being the top destinations. Rio is a great mix of working girls, beaches and tourism.

Sao Paulo has some great venues. It is a business city. No beach. It's not really a major tourist destination. The high-end Scandallo night club is legendary. Be prepared to spend about US$ 160-240 maybe more just for a girl and a nearby room. You negotiate with the girls. These are Brazil's finest. Many affluent locals and foreigners visit this sex mecca. Casarao is a less expensive club that is also popular.

During the day, you can visit the clinicas. The clinicas are very reasonable. The best looking girls work at clinicas in the nicer neighborhoods. You will see a line-up so that's always fun. You are not obligated to take a girl. You can just head to another clinica nearby.

Mexico cities + Panama city will be a separate trip.

How are these countries - Uruguay, Paraguay Ecuador, Bolivia (worth taking a look or ignore completely)?

Uruguay: Montevideo is a smaller version of Bs Aires. It is very European and as white as Argentina, I would visit it because it is very close to Bs As. But it is not known as a sex tourism city. Then there is Punta del Este, a resort city that will be flooded by Argentinians during the southern hemisphere summer months (Jan-Apr) but dead otherwise. Probably lots of expensive escorts during the summer.
By the way, the same goes for Buenos Aires, it is less active during the summer because a lot of people will be in the beaches (Mar del Plata and Punta del Este)

Paraguay is a poorer country has a bigger indigenous population (Guarani), not known for sex tourism

Bolivia, is also poor, and it is not known for sex tourism. Most of the cities are in the Andes and the attitude to sex is very traditional. Bolivia also has a significant indigenous population (Aymara). Santa Cruz, in the low land, would be a little more fun, but it is small, I wouldn't visit for sex.

Ecuador: Quito is in the Andes, more indigenous (Quechua) and is more traditional. Guayaquil is in the coast, near beautiful beaches. It is a fun city and most likely flooded by Venezuelan escorts

Peru: Lima is a big city and it is flooded by Venezuelan escorts. You can get all kinds of women from affordable to expensive. The touristy places like Cuzco are not good for sex; unless you have game and can pick up a tourist

If someone is going to Costa Rica, it might a good idea to stay away at the end of the year since the foreign girls likely go home. This is good advice in most countries.

I'm just back from Guadalajara where the "agencies" are great - I used Dany's and AlexScorts (both have web sites, but you just contact them via WhatsApp). Mexico City is also good, but there most of the girls are booked via their Twitter feeds. I really liked Bogota because there are girl clubs, like a regular night club, but all the girls there are available for take out. I was back in Panama recently as well.

I agree that Chile is, so far, the country where it has been the most difficult for me to find a 100% available girl. There is a lot of taboo, the sites operate under the guise of a café, bar or massage place and you don't always manage to find availability.
