maybe I'm wrong but the Alcohol and Gaming Commission of Ontario says

2-year term: $1,055.
4-year term: $1,355.

pluss a 1000 application fee. renewal is $300 for 2 year- $600 for 4 year.

The $12,000 is probably outstanding fines that have to be paid.

You are right on the costs for the actual Liquor License, but there may be city Adult Entertainment licenses to be handled. Unsure of the cost of them.

Report to management as soon as one tries to scam you. You may not always win your case but that girl will be in their radar and if she gets too many complaints, they will confront her.
