There were multiple takes and the people 'captured' were more Palestinian refugees trying to shelter from the fighting, including one identified as having been sheltering at a school as an old aluminum worker.

They're not "intentionally" depriving anyone of anything. Aid is flowing in. It's difficult to feed and supply such a large civilian population. And HAMAS steals much of the food for their own fat, well-fed militia.
Hopefully the fighting will end in a week or 2 and the situation will normalize.
