The problem with extremists (Hamas, PJ, ISIS) is they want absolution...it's either Islam or you're an infidel and you must die...the beheadings they have done doesn't only apply to Jews...I don't think it is about religion, even though Hamas uses it to rally support. I mean Muslims have a problem with Christians as well, on account of the US invading the middle east. But, Palestinians have Christians too. Atleast 40% of Israelis, have ancestry originating in the middle east where they lived for many centuries alongside Muslims. This is more of a sectarian conflict, where politics, culture and religion are all mixed together, in my opinion, than a purely religious one.

It also matters on how big the diaspora is, in your country, of the people of those countries currently engaged in conflict, because that would lead to citizens speaking up and urging the government to act and do something. In the case of the Rwandan genocide, they didn't report enough, nor was it in anyone's national interests and how many Rwandans do you see around Canada? So there are several factors. But it doesn't mean people don't fundamentally care or are incapable of caring if they do see death and destruction.
