Newsom is certainly going to try and take the nomination in 2028, but no one is going to "pass the Presidential torch" to anyone for 2024 unless something changes dramatically in the situation.

That's the other issue.
A lot of the Democratic base dislikes him and doesn't trust him.
It's like when the media and a lot of Republicans and Fauxgressives were convinced Cuomo was going to be "parachuted" in and become the candidate against Trump, even though he was widely disliked by the base of the party.

Newsom certainly has a chance in 2028 (as much as anyone else of note does this far out) but no one is going to hand him anything and anoint him to the Presidency.
