Yes, Israel has overall control the West Bank as per their peace treaty with Jordan.
The PA has control over their area except for security measures. Gaza is fully controlled by Hamas.
The biggest fraud with your claims is the fact that Palestinians overwhelmingly don't want to be Israeli and hate the concept of equal rights, no matter how much you want them forced into it as a strategy to eliminate Israel.
