This phenomenon is not a unique Muslim thing but is common to all larger groups of people who enter 'foreign' territory. The band together for common comfort, ignore the criminal elements within them because they offer 'protection' and are more willing to do violence and guess what? The criminal elements take over until they're suppressed. Why limit looking for shorts that are for girls only? For young kids look at shorts for boys even for your daughter, find a pair that you like and that problem resolved. In fact, while I was growing up, I saw parents (mostly mom's) do this more than a few times.
As for grooming in general, we're all groomed in various ways even as we get older. That's why parents are there to guide their kids so we hopefully don't go down the wrong path. As long as we try to use common sense and don't vear into extremes of any kind then we should be okay...well, hopefully.
I'm a firm believer in the fact that it's up to the parents to set the examples for their kids to follow. Is this or will it ever be100%? No. But it's worked for the most part.

First - the question should be why should a mother have to get “boy” shorts? Why do “girls” shorts have to made so short? Why don’t manufacturers make longer shorts for girls. There is not real difference in height and weight of a 3 year old boy and a 3 year old girl. It is not until a little later in youth does the differences in weight and height start to apply. So why even make the shorts that shirt to begin with? What is the purpose?
Second - with all the uproar about gender, parents could be setting themselves and their child up for harassment, labelling and bullying for putting their kid in the wrong gendered attire.
Again, I’m just debating the other side. My daughter was often dressed as a TomBoy. She was made fun of at times, ended up with more guy friends then girls but that worked out fine since she got first hand knowledge of what horny teenage boys are like and saved herself long enough to be able to be responsible with birth control. No teenage pregnancies here and I will take that as a win considering I was a homeless pregnancy teen.
And kids being kids tease and pick on each other because that's what kids do. Unless the teasing becomes more than that. Heck brothers and sisters are the worst for teasing each other but eventually it stops. If that teasing turns into something worse in the teen years, then it depends who it is and how it's handle. Sometimes teens being teens they beat the crap out of each other and if the one being picked on wins then the other one tucks his/her tail because he/she was put in his/her place.
Although I find this thread an interesting read it's becoming way off topic when political and gender specific talks about drag queens corrupting kids are the topic vs the wording of the thread about grooming kids with clothes.

A friend of mine is an executive in a marketing agency. Some great discussions about different things.
And that is the thing. The fashion world changed in modesty over the span of the last 50 years. I don’t think there is any more material they can take away from our clothes anymore. Hems have gotten shorter and short, straps, tops, necklines, waistlines, etc.
So how much of it is just ingrained in us. I have no idea personally but it makes you wonder.

And evolution is a competition. Many other nations don't believe in this ideology and they are the ones that usually have 4-8 kids.
