The St Lawrence/Great Lakes corridor has become the Golden Goose to The Outfit. Currently La Cosa Nostra and the N'dragenta have been fighting it out for control of Toronto. I don't know what's going on in Montreal. They're playing a futile game, eventually the powerful Camorra will take over.
The Di Meo (Sopranos) were affiliated with the Camorra, which is why the NY Outfit could never fully control NJ. The Sopranos were HBO's version of the Cavalcante family who ran NJ, they were affiliated with the Camorra. They were getting extravagantly wealthy running the dockyards until The Boss got whacked for being a froscio (gay). Tony Soprano also got whacked at the end of the series, he was so pre-occupied with Phil Leotardo he forgot that he'd sanctioned an unjustified hit on Furio Giunta - a respected Camorra captain.
That makes sense to me, otherwise this scene serves no purpose.
