Lu and Chen were arrested at their homes. They are expected to be arraigned Monday afternoon on two charges: conspiring to act as agents of the People's Republic of China and obstruction of justice.

The "obstruction of justice" charge is deleting emails before their arrest. I am not sure if Canada has an equivalent of the first charge and that might be why we do nothing.

Except "running an unofficial police department" isn't a crime that's on the books of any country I've heard of.

It turns out that it is a crime punishable with up to 5 years. Obstruction up to 20.

No, its not reasonable.
The Trudeau Foundation funds scholarships at universities.
That's it.

Its not reasonable to assume that implies grift.

Likely the Chinese donated money for appearances, same way Canada donates to charities in other countries, to make the country look good.
