I think FEMA is limited to natural disasters.
But I think "fire and explosion" is also in that - even if it is probably supposed to mean forest fires or wildfires. So you could argue FEMA can say this was a fire / explosion and come in?
I really don't know how far that can be pushed.

The DOT doesn't have anything to do with that part, and the CDC and DHHS are already giving Federal aid from what I know.

There is a LOT of blame to throw around here, with failures at every level, but putting this all on Buttigieg just seems to be the GOP wanting a new hate-fetish object.
