It's still just a norm, and we've seen that modern political norms are that you can survive this.
Maybe it is just straight up integrity, I don't know.
But it is abnormal with current norms, so I'm still curious as to whether or not we are going to hear more details that make this choice more understandable.

You can't have usually a code of conduct or contract that violates Charter rights. As always, it depends on the exact language of the contract.
Severance happens when a person is fired without cause and or reasons outside of their control. I believe elected officials also get severance if they fail to win re-election. Since he resigned then he should not be eligible for severance. That being said, I believe he should be able to receieve a pension.
