I frequented NYC in the 1990's. It was bad but not as bad as Toronto is now. Plus, we had Charles Bronson taking care of the bad guys.
LOL.
Although seriously, I don't think the Toronto murder rate has even reached the lowest rate of the 90s (and is unlikely to be competing with the top).

Overall violent crime might be in the running, though.

In my days of taking public transit buses/Go Train quite often I'd see the transit 'cops' checking for proof of payment. Guess that doesn't happen as frequently now which is why these punks think they can get away with it.
My car broke down 2 years ago and I had to take public transit (streetcar) for the first time in many years. I asked a woman what the cost was to ride the street car as I wasn't sure if I had proper change. She told me just to hop on the streetcar through the rear doors and that nobody pays to ride.

I went through the front door and paid.

They do this periodically, on both buses are streetcars, usually during peak hours. It wouldn't surprise me if it's done right near the end of a month, when people receiving goverment cheques have often spent all of their money, and some of the cops might not have made their monthly arrest quota.

With the hourly wage for multiple officers, booking, paperwork and the overtime for a court appearance, it probably costs the city about $600 for the possibility of gaining a $50 fine and court costs in the event of conviction.
Or they can just kick the degens off the streetcars and subways when they catch them. Yes, they'll most likely try again but at least that trip will end without more violence against passengers.

Parents should be held accountable for their minor children.
In some cases I would agree with that. The minor's behavior is quite often a result of poor or inadequate parenting.

My university roommate's adult daughter is currently living in our coach house. We drive her to and from UofT and elsewhere. No public transportation for her. Not worth taking any chances. "Discretion is the better part of valor."

Youths are a protected group in our society. Some youths are also members of two or more protected groups.
