I was the office specialist in landlord/tenant matters back when I worked as a legal assistant at a law firm. The LTB has been a mess for many years, it's not a recent problem.
It was originally set up because for years landlords abused their positions with tenants through illegal practices, renovictions, etc. Now they're paying for those abuses, even though many of them are just small fry, like the guy in the story.
There are ways to reduce your risk as a landlord, through rigorous screening, making sure the tenants sign move in and move out checklists to document damage, etc. Problem is, most landlords see this as intrusive & aren't willing to go through the hassle. Not sure they deserve any sympathy when, like this guy, they admit to skipping steps which then comes back to bite them in the ass.
