He didn't whisper something inappropriate in the women's ears... The verbiage used by police, and the judge who allowed the images of the suspect to be released are not obscure. They used the term sexual assault for a reason.

There are many forms of sexual assault, including forced kissing, grabbing, fondling, sexual harassment, and attempted or completed rape (vaginal, oral, or anal penetration by a sex organ, other body part, or foreign object).
The judge would not have allowed the release of the boy's image had he just shouted, "hey toots, nice tits!" to the 4 fifty+ year old women he "sexually assaulted".

In response to your candy store analogy - the law is already written to distinguish the two... One is considered petty theft, and one is considered armed robbery... One would probably recieve 0 investigation by the cops, while one would recieve an immediate armed, tactical response...
This isn't an example of the media, and society blowing shit out of proportion, or women misrepresenting a man's actions. If you want (men) to be able to sexually assault women publicly and face no repercussions, go to India.
