As Charlemagne has shown, blacks are targeted by the police.
I've said this before, but what happened is police heavily patrol black communities and do not let people off with warnings.Jaywalking? Ticket. Drinking in public? Ticket. Yelling at a neighbour? Public intoxication or creating a disturbance. Fist fight between kids? Assault charges for both. Then, the DA or Crown throw the book at them instead of considering redirection programs and what not. They also get harsher bail conditions, resulting in many spending time in remand or pleading to BS charges. So, those communities are seen as being high crime, so the police patrol even more and work to inflate the figures to justify their budgets. All the arrests and imprisonments breaks up family units, plus bad schools makes kids think the only way out is through crime. And the media sensationalizes arrests or violence in these communities.
Now, this doesn't happen in white neighbourhoods nearly as much. Yes, whites get arrested, but they get lighter sentences (for various reasons including the ability to hire an attorney), or get access to programs that help them avoid jail or get bail. The get the benefit of the doubt in the legal system.
There are definitely issues in the black community. Police are one of them. They are like an occupying army. As a white kid, I always felt safe around police, and that I could go to the for help for nearly anything. Black kids probably never feel that way, and see how the cops treat their family members and other people in the community. In most major US cities, minority communities have shitty schools. White people who can afford it send their kids to private schools while the public system deteriorates. Blacks have trouble getting good jobs. If they get into the correctional system, they have a real hard time getting a good job, so they live at slave wages.
Basically, society has failed the black community time and time again. It is easy for middle class white people to think that it's the black's fault, that they need to learn to pull themselves up from their bootstraps. But, that is just total BS.
