A 14 year old may not fully grasp the consequences of this but there's no 14 year old (unless they have a severe learning disability) that doesn't know this is wrong and illegal.

The shooter is 14. Record erased when he turns 18. He won't see much jail time. After all, he's just a kid that got mixed up with the wrong crowd.
Why? It's not like they're still trying to track him down.
It's really difficult to plead self defense when you shoot someone in the back at point blank range.
As somebody who has a family history in LE I am in favour of giving Police any power to get CHILDREN off the street doing these shootings which are happening more often these days as well as going after Pedo's as I am a victim from my childhood. Sometimes I think its too easy to 'hide' behind the Constitution and the Charter.
