yes, it is because he refuses to meet. Those are Canadian citizens that protests in Ottawa and, regardless who organisers are, many of the protesters are regular people and many other regular people support them. So, it is his job to listen to them, not just hide and let police deal with it. He is afraid of dialogue because, no mater how it will go, it will not help his political career. So, yes, he is a coward who protects his numbers and cares about reelection more than about people. He is also incompetent and, if he will have to improvise during the dialogue, he will show it once again.
It is OK. No harm done. If Trudeau is that incompetent, he surely will not be reelected. Who do you think will form the next Government? Conservatives or NDP, or maybe PQ?

How about just addressing the crowd? In person. And answer their questions. Even if such questions will include vulgar language. Just go there. Does he really think anyone will assassinate him? They are Canadian Citizens who are protesting. No matter who organised the protest, people who actually came to Ottawa deserve to see their PM. Hiding from people is cowardliness

Even if they have the thought that he might somehow agree to a public address to them, their unruly behaviour (to put it mildly) eliminated any hope of that.
They’re a disorganized mess and need someone with credentials to represent them, not the Wexit jokers. This rally never stood a chance because of its organizers. Any hope for progress only begins when the truckers disavow them and take control of the message and of the hooligans hurting their cause. I do believe that it’s a few bad apples but they have to stop those bad apples themselves, not blindly support them
I'm a Trudeau supporter and I say he's a coward for not enacting the Canada Emergencies Act and labeling those radical truckers terrorists and throwing them in Federal prison and forcefully vaccinating them.
