This percentage will go down as more become eligible and see less need.

Actually I agreed with you on that point. But that has to do with getting access to the booster. Kids as an example are just getting to second dose. Demanding 3rd dose to go into public spaces at this point will cause a severe backlash. Once we surpass 50 then it will be politically viable to start talking about it. Hit 75 and a mandate can come in.It is very easy to get an appointment now.
So you don`t know the difference between the gross number of boosters and the percentage of eligible getting boosters.
If the percentage is going to significantly deviate, I think it will be going down, at least until there is a new variant/wave.
In any case, my point, which obviously went over your head, was that the Liberal and NDP position on requiring boosters for being considered fully vaccinated will not be popular to the majority of people.
