There's also Menendez in New Jersey. He's a strong hawk on the Cuba issue and with a 50-50 senate, he has leverage.
Even with all that, though, there are things Biden can do. I just think he views it as low priority and with lots of downsides so it's at the bottom of the pile.
I'm not sure what can be done to pressure him on it, though.
Menedez is pretty corrupt but not up for election until 2024 so that's also a factor.

I have stated many times that Israel has a right to exist and it should fully annex Palestine and transition to a single state over a long period of 20-50 years. It should ditch the whole "Jewish State" ideology as that is destined to fail in the longer run.
