I'm still not sure what your assertion is.
If it is "usually these take at least 10 years" then yes, that's true. Also irrelevant. It's taken less than ten years in the past and the innovations and approaches that allowed it to be sped up are well known.
If it is "there needs to be at least 10 yeas of studies before a drug ever gets approved - until then it is only emergency use" then you will need to show a citation - especially since the mumps vaccine was developed in 4.
If it is "I won't consider it safe until there is 10 years of follow-up data" then fine, that's your opinion.

Ten years has nothing to do with it. It can't be mandated until approved for use, not emergency use.
That's only for the US, of course. I don't believe there is any restriction on the interim order in Canada.
