In retrospect, a mistake.If a country conquers an adjacent territory and keep it for over 50 years, I think the conquering country have a responsibility to treat the conquered people the same as citizens. Certainly, the historic precedence in Europe has been to make people in conquered territories citizens.
I think it is a legal technicality not to call it Apartheid if the conquered people are not given the same right as citizens after that long time. Two generations of people have been born, and grown up after being conquered.
