It is really funny whenever you make a mistake; it is so hard for you to admit you are wrong even when it is such an obvious mistake eh?

I apologize upfront for the length of this post but felt it necessary to layout the relationship between the UN and WHO in a little more detail.
Are they "different" organizations - yes. Are they organizations with a close working relationship established through each other's organizing legal frameworks - absolutely.
I am not sure what TJ would accept as a there being a clear connection between the UN and WHO but I think most reasonable people would think the following details confirm a close working relationship.
Fact Number One -
WHO is listed by the UN as one of the specialized agencies as established under the UN Charter
Articles 57 and 63 of the
United Nations Charter state
Article 57
- The various specialized agencies, established by intergovernmental agreement and having wide international responsibilities, as defined in their basic instruments, in economic, social, cultural, educational, health, and related fields, shall be brought into relationship with the United Nations in accordance with the provisions of Article 63.
- Such agencies thus brought into relationship with the United Nations are hereinafter referred to as specialized agencies.
Article 63
- The Economic and Social Council may enter into agreements with any of the agencies referred to in Article 57, defining the terms on which the agency concerned shall be brought into relationship with the United Nations. Such agreements shall be subject to approval by the General Assembly.
- It may co-ordinate the activities of the specialized agencies through consultation with and recommendations to such agencies and through recommendations to the General Assembly and to the Members of the United Nations.
The
World Health Organization Constitution states that
ACCEPTING THESE PRINCIPLES, and for the purpose of co-operation among themselves and with others to promote and protect the health of all peoples, the Contracting Parties agree to the present Constitution and
hereby establish the World Health Organization as a specialized agency within the terms of Article 57 of the Charter of the United Nations.
Another excerpt from the WHO Constitution
CHAPTER II – FUNCTIONS
Article 2 In order to achieve its objective, the functions of the Organization shall be:
(a) to act as the directing and co-ordinating authority on international health work;
b)
to establish and maintain effective collaboration with the United Nations, specialized agencies, governmental health administrations, professional groups and such other organizations as may be deemed appropriate;
And yet another excerpt from the WHO Constitution related to the obligations of the
World Health Assembly which is the annual meeting held to determine WHO's direction (and TJ the WHO must consult with the UN before finalizing the date of this annual assembly - so that would seem to indicate a close relationship)
(i)
to consider recommendations bearing on health made by the General Assembly, the Economic and Social Council, the Security Council or Trusteeship Council of the United Nations, and to report to them on the steps taken by the Organization to give effect to such recommendations;
(j)
to report to the Economic and Social Council in accordance with any agreement between the Organization and the United Nations;
I have provided links to the WHO Constitution and the UN Agreement that confirms WHO as a UN Special Agency and details the working relationship including the sharing of data, human resource policies, the fact that the UN can request WHO to undertake specialized studies, the fact that WHO must provide reports to the UN on actions taken by WHO on health initiatives requested of it by the UN, and that WHO must consult the UN on the location of WHO's headquarters.
So TJ the UN has done just a little bit more than "discussing" WHO and there is absolutely a long standing formal working relationship between the UN and WHO confirmed in both organization's Charters and Constitutions despite what you inferred from reading a one page "History" on WHO's website.
