the mall is open same as the streets, restaurant seating is 10 on the streets, most likely the same number or less than a store in the mall can have

When you are walking around a mall, you are masked up but in a restaurant eating, your mask is off. If I was sitting at table separated by 6 feet and plexiglass partition then someone sneezed or started coughing, I would still be very concerned. The sneeze or cough cloud will circulate through the restaurant
I'm not surprised at your idiocy at all. I've seen a couple of MPAs when things were open and allowed. It was my decision and legal and allowed. When you are locked the fuck down, stay the fuck home and don't come where you arent suppose to be. If I wasn't allowed, I wouldn't have.

The virus is transmitted mainly via aerosol, not via surfaces. As such, it seems that sanitizing surfaces does not provide much benefit (except to the manufacturers of the disinfectants).
I'd say that air purification systems would be of the most benefits.

Masks reduce transmission to surfaces, disinfecting reduces transmission to hands, and hand washing reduces transmission to face.
No layer is 100% effective, but they all work together.
