Also, it has been almost a month since the poll was started. That would put the percentage at 90% to open NOW if not higher.

Why are Agencies and Indies not allowed to advertise yet?

Because of the lockdown, I have only seen one SP since February, and I waited until last month.
I also refuse to use leolist as I like more reputable agencies and independents unless I already know them.
I understand the current situation, but shouldn't the SPs that want to advertise be able to do so?
Whoever feels comfortable visiting a certain SP based on their own judgement should be able to make their own decision at this point.
Same goes for SPs, whoever wants to advertise based on their judgement of the situation should be able to advertise according to their own limitations.

We are in June now. The curve has flattened, and most people are following good social distancing habits in general, apart from the protestors!
Agencies and/or indies can lay out their rules and you can make your own choice after that.

Small business owners asking to open up and people wanting to go to the park were being called murderers a week ago.

A number of indies have started working. If you want to see them, there's nothing stopping you. You don't need to wait for TERB to start advertising them, you can find them through other channels like Twitter (@Workinggirlssix is a good starting point).
